Something transformative needs to happen in prison. Something protective needs to happen on release. Those measures need to be meaningful. Which means they need to be generously funded and staffed. But most importantly - they need to be smart.

So underfunded and overcrowded prisons were stuffed to the brim. Some of those prisoners were already radicalised. Others were prone to radicalisation. And they were left there to seeth, to infiltrate others. With inadequate or non-existent rehabilitation. We warehoused evil.
