You don’t *have* to have a PM on a project; anyone can own these responsibilities. However, it’s rare to find designers / engineers who want to specialize in this exact set of skills, especially #3.

#3 should not be a requirement at all if the company is trying to do something new and unique. This kind of consensus-building style PMing at large companies is where great product ideas go to die.

Product management is the art/science of shipping stuff people need. It's a shared skillset within a product team. Depending on the team typology, you may or may not need a PM. Great list. One more thing I would add, that sets apart the great PMs, is someone that drives the team to take intelligent risk and shoot higher than the team was thinking.
