fwiw the original tweet was a bit dramatic, I often text first to get permission to call rather than just dialing straight away. More a comment on what seems to be a preference amongst friends for long text exchanges over voice communication. (Also: hi! Hope you are well!)

To phone call someone is absurd. The act suggests caller thinks whatever they are going to say is more important than whatever you are doing, which should be interrupted immediately. The only reason we accept such a barbaric act is that it was the only fast option for a time.

"Hey did I catch you at a good time, or is there a better time that you'd like to talk?" I mean, this should do the trick if any side feels that they're interrupting the other side. Also signals that asker doesn't think their work is more important than the receiver's.
