Even with PR we'd have 40% party A, 40% party B. How do you structure a representative gvt with that?

Need not just voting system change but culture change to accept hung parliaments, minority gvts, coalitions. Alien to the UK really.

I think the conventions of government would figure themselves out if we had a better voting system. First coalition gets to set the tone?
