Well, on PC you can get past bad optimisation with the raw power of the system. The fact that it runs even worse on AMD PC hardware (which is coincidentally also used by all Xbones) doesn't help either.

My old laptop from 2013 somehow runs it at 1080p, 60fps, medium/high. The new xbox is surely better than my old laptop, right?

It is, XBX is running the game at 4k, however CPU is the bottleneck and the game is unoptimized itself. When even a GTX1080 dips to 50fps on this game, you know there are problems.
