It's not doing anything. Give up time? 



Soooo. I have an Apple SE that got stuck in a reboot loop. Everything I'd want is all backed up except ... Signal.
I'm now at Apple store back in the US and techs put it in recovery mode, trying to re-update the OS. Anything else to try? Disconnect battery? 
Any options?

Yeah, I'm guessing this is where it's headed. It is under warranty so I walk out with a new phone... sans Signal history.

Ex iOS tech support here: there is no other option than recovery update in that case. At least no official one. So you kinda need to hope that the update works and everything runs smoothly afterwards

That can be a battery thing - fixed with a replacement. If the techs are looking at it, then it will be resolved either way. Sorry to hear about the problem, my 4S went out the same way.
