I get hating on PGP, but pretending that Signal is an equivalent replacement in an institutional context just isn’t true and doesn’t cut it. We basically just had to crash HR and accounting.

I didn't say equivalent. It's what we have that is workable. Downside is phone number tie-in, though that is not a full downside. In some contexts, I really prefer that. But yes there are issues with that in some contexts.
