There is a backlash and threat/reality of regulation and political and consumer pressure—you see some movement. On their own... Well, we saw what happens. This wouldn't be confusing or something to argue about any other industry or group of people. There is no exception here.

Facebook and Google won’t have issue getting content and their users are always logged in, so they’ll only have to get it once. They will by far be ones the less affected by GDPR IMO.
