I believe what Zeynep is saying is that FB gives away the audience targeting data freely — anyone can check it out at no cost here: https://www.facebook.com/ads/audience-insights/people?act=11301264&age=18-&country=US … What FB charges advertisers for is filling the FB ad inventory directed at that targeted audience
