Facebook's defense that Cambridge Analytica harvesting of FB user data from millions is not technically a "breach" is a more profound & damning statement of what's wrong with Facebook's business model than a "breach".

It's a privacy 'breach', a 'breach' of trust, but you're absolutely correct to say it's not a security 'breach' from an infosec standpoint.

This feels startlingly similar to pro-2A fanatics shouting about “It’s not an assault rifle!” Bogging the whole mess down in an unimportant pedantic argument about a narrow definition to paralyze the discussion.

If it were a breach "fix" would be more security. Main issue here was facebook allowing apps to harvest data of the friends of app's users. That's a big deal but not fixable with more locks on the door.
