The 12th monkey is divided up among the 11 monkeys, which all get a bit larger. It’s a Sam Loyd puzzle, 19th century.

The red monkey at roughly 5:30 doesn't have a leg on in middle ring. The missing monkey is wholly in that ring so when it moves to 7:00, nothing replaces it. Probably similar idea for the blue ones.
