Current rules for corporate taxes: Company with HQ in country A and selling goods in country B pays taxes only in country A. My solution to the tax haven problem: The company will pay taxes in country A, then pay taxes in country B reduced by amount already paid in country A.

This way, there's no double taxation and the company pays the maximum effective rate of both countries no matter what accounting tricks it'll try to use.
