This could be judo'd into an argument for mass transit. E.g., per unit MT safety is cheaper and public outcry when death occurs is much louder. Ergo, MT could be much safer if funded at the same level as autos because the public would demand it and it would be more affordable.

Not to mention MT enables denser urban environments which reduce other infrastructure costs and reduces miles traveled per person--critical for safety.
