If FB cared about social issues they wouldn't be selling data (I've heard) to middle east oppressors like Saudis who use to nip uprisings.
Someone I know *learned to code* just so they could gather enough data to convince FB reps of negative impacts in Myanmar. Years ago.
They had had multiple meetings with FB folks. IIRC, nothing else had any effect — "too anecdotal." The data lead to a minor policy tweak.
The fact they didn’t suggests (although doesn’t prove) that they knew it was possible but just didn’t care.

Point isn't Facebook could have single-handedly changed everything. But in ethnic cleansings, specifics of propaganda tools matter greatly.
FB did have a team — it was called Trending, who were smeared by a former employee, then FB decided the algorithm was less problematic
