And you can't do 1 to 1 via the standard ad platform, but can upload custom universes for 1 to 1 matches (we do that via FB).

Modeled universes? You mean this is significant for collusion issues? I agree that's almost certainly not what they would do.

Right, but many had suggested Russians were getting targets FROM the campaign and targeting on FB. This, if true, says they were not.

Yes, lookalikes will get people who interact with your message, but you're most likely just preaching to the converted at that point.

in a first past-the-post country with narrow margins, and low voter turnout, pretty big deal if you can move the narrative like that.
