And you can't do 1 to 1 via the standard ad platform, but can upload custom universes for 1 to 1 matches (we do that via FB).
If they didn't upload emails (or other PII), it couldn't go back to voter rolls. And by voter rolls, I mean modeled voter contact universes
Could do zipcode targeting based on analysis of voterfile. Although that seems less a smoking gun, more standard practice...
