        It will be different. It won't look like 1984 in most places. It will likely leverage the ad-tech infrastructure—Facebook and Google lead.

        My take: Apple’s implementation should be held up as standard for doing it properly, as minimum allowable. No one should be able to do less.

        Structure is already built. E.g., Voice recognition at Chinese border control. Apple is innovative; but we don’t know extent of gov. tech.
