      Yes getting 72,000 (36,000 with promised upgrade) for free will allow you to stay under budget usually.

      getting phones for free is fairly common in the UK at a consumer level; underlines that beyond hero devices it's the service that matters

      "Free" phones almost always cost, indirectly, a lot more than buying the phone outright. Free phones is usually sign of scam.

      As soon as someone actually explains what they got for $160 million, and what they have now. That is not small amount of money.

          NYPD also, very unusually, keeps IP in the system they've co-developed; costs may very well reflect that
