What did they pay $160 million for? Do police have functioning smartphones? etc. etc. Software has such high rents for an "as is" product.
Although I agree that it’s troubling if $160M can’t be accounted for, I don’t think we should characterize it as rent on an “as-is” product.
Microsoft needs to upgrade those phones to Windows 10 Mobile somehow, as soon as possible (and I'm sure it's technically possible)…
