Unfortunately, such not-so-smart views about society/gender IN COMBINATION with hard-to-believe lack of insight about tech are quite common.

Also: I've got a very rich dataset ON JUST THIS. Been trying for a year to get meager funding for 2 postdocs. Nobody wants to fund research.

Besides, even IF you took it at all face value, slight shift in distribution on some idealized conditions wouldn't explain current numbers.
