@zeynep's qualifier: "with sensible audit". Without audits or recounts, optical scan is just software or maybe worse. -
Manual counting of paper ballots also requires sensible audit. Any voting system will require sensible audit.

So we have optical scan in MI and I worked elections, and I am completely satisfied they can't be tampered. However...

I am concerned by the voter database. It sits on an unsecure computer. County officials are unsophisticated. They don't track who logged in.

For complex elections. For elections where just one candidate is being selected you can just sort the ballots into piles & hand count.
