That's certainly true for crates full of batteries, but does it really apply to individual spare batteries in someone's luggage?

Some we do is security theater for sure. IMO large lithium ion batteries are a genuine issue. I think cabin—with eyes on them—is safest.

Yep. Looked at this a few years ago for a product and conclusion was we’d need to ship by sea rather than air because batteries!
