I am no fan of all leaks, and as I pointed out to you and others, Wikileaks has turned more to political sabotage than leaks.

So leaks should be judged with regard to ethics, context, public right to know and curation. So question is do these fit?

"State" + "govt" dichotomy is far more useful for unelected + elected (respectively). "Deep State" is wholly different.
