        A lawyer should pipe up but I don't think considering permanent residency in the "case-by-case" evaluation is any different than the order.

        it says it's a "dispositive factor" which according to my research means it's should settle/resolve a situation once and for all

        I would urge a lawyer to please correct me, but I think it means if you have a green card you're automatically accepted.

        He is saying 'we use case-by-case' as promulgated in the EO, but essentially wave everyone in - except small number of cases.

        I would read as you'll get pulled aside but green card is dispositive so you should be able to enter. Doesn't sound like it's happening tho

        Npt a lawyer, but he seems to be saying that the _default_ status for GCs is admission, and you need specific suspicions to deny them?
