The international system works that way. If you can't stay where you are, sent to country of your nationality, even if you had fled them.

People do, over time, but it takes time and money and a lot of waiting for the bureaucracy. Many may have been in the process.

Agree. Waiting time depends on place, and until this, legal permanent resident meant... legal permanent resident.
