Signal's method ends up with dropping messages, which will end up with people dropping signal in countries where sim changes are freq.

And in a lot of countries, that's common. I think WhatsApp's choice is actually more secure, message delivery is important.

I would want WhatsApp to have a help page that says: "If you want to have highest security in return for this".. That's it.

It's a reasonable default choice for an app with a large user base. Otherwise, people will drop off it & use SMS or less secure apps.
