Racist scapegoating is obviously not the only possible response to downtown in economic fortunes. And obviously very well-off racists exist.

But often, a demagogue comes along and says "I'll make government work for [your superior] race to lift up your kids." Historically common.

American slavery was more racist than most; indeed, the racism was in part developed to justify the slavery.

One would think so but they aren't that intertwined. Debt-slavery has no race aspect. Also in Rome, most slaves were Italian born.
