Use the iPod in airplane mode. Just don't connect. Download via safe cable. You got everything you need—without the tracking. Done.

Airplane mode is mostly not safe when it comes to a device with mobile baseband. iPod Touch does not have one.

There is no radio in an iPod Touch to make such transmissions. Sure wifi + bluetooth, but that is just local area.
