Let me try to clarify more. Academics in Turkey's universities have all had their leaves cancelled. Basically, be at work or be fired.

Additionally, many civil servants have special "green" passports that come with privileges. The passport is had due to place of employment.

Now, green passport holders need letter from place of employment, which is why they have green passports in first place. No leave=no letter.

Green passport extra security checks (saw people waiting for 6-8 hours at airports for clearance) apply to all green passport holders.

Additionally, academics are all told to show up at work; that leaves and foreign trips are cancelled; and those abroad may be called back.

Many academics—who are state employees with certain level of seniority—have those green passports. So two issues intertwined.

Official statement for academics. Foreign trips cancelled "till further notice", those abroad "may" be called back. http://yok.gov.tr/web/guest/akademisyenleri-yurt-disina-cikisi-durduruldu …

If this holds for long, this will obviously be a horrible blow to academic work as travel is essential. But it's not a GDR type ban.

That is correct. This category used to have visa free travel to Europe; a huge benefit. Now, they have extra step. https://twitter.com/kumruberfin/status/755810938922602496 …

"Green passport" holding civil servants can travel. (Saw many do so). But they now have extra step they must pass.https://twitter.com/ClaireBerlinski/status/755809694304862208 …

Yes. All leaves of state employees seem cancelled at the moment. So travel ban is effectively "show up or be fired."https://twitter.com/akcayerol/status/755811067230552064 …

But, you can travel if you can get your institution to give you a leave anyway; or if you are on official business not cancelled.

This is correct. A real blow to academic work if this holds for long but the reporting has been not too accurate.https://twitter.com/akcayerol/status/755812044700585984 …
