Additionally, many civil servants have special "green" passports that come with privileges. The passport is had due to place of employment.

Now, green passport holders need letter from place of employment, which is why they have green passports in first place. No leave=no letter.

If this holds for long, this will obviously be a horrible blow to academic work as travel is essential. But it's not a GDR type ban.
