Many companies add "grapefruit juice" to hide they are adding sugar. I'd force them to list apple juice as "water + added sugar." 
I'm sure they will do other things to try to game—like juice— but "added sugar" is a good way to reduce the problem to its essence.

I haven't read the regs, but I imagine concentrated grape juice, chicha, or agave nectar won't count as "added sugar".

That is, it's just a protectionist measure to stigmatize Caribbean imported sugar vs. California grape juice or Iowa corn.
