I'm sure there are a lot of reasons and I defer to Zeynep as the expert but one reason I think I am seeing and thus I am ringing my alarm on is regulatory capture by the HVAC industry, even though their regulations only cover installation and not use which Is A Problem.

CO2 monitors should be in every indoor setting. The thresholds for how open the windows need to be, HEPA filtration needs to be installed, number of people allowed in the room at once, etc. all dependent on that number.

i always feel like that plexiglass barriers are not safe enough and ppl kept using since like there was a %100 correct scientific explanation about it. i am using n95s if i will go to indoors long enough since beginning of the pandemic and not infected and will not be, hopefully.
