I’m skeptical that the investment would be fruitful. I’d like not to be skeptical tho - any ideas?

If the NIH had been funding more behavioral research over the past, say, 20 years it's possible that, at the least, health agencies would have a set of coherent communication strategies for a pandemic. Even a modest impact on vaccine uptake would have been a large ROI.
