In North Carolina, this also held at state level: a bare R majority held a *veto proof* two-thirds supermajority in the state legislature, so when Democrats did win the non-gerrymanderable race for governor, they faced a major and undemocratic obstacle to exercising that power.

Nowhere does she say anything that indicates she doesn’t understand. It’s possible to completely understand the difference between the house and senate, and why the founders gave them different apportionment and still think that apportionment is dumb as n a modern context

These structural imbalances are why the realistic position is that we won't do anything effective to combat climate change. Surprising to me how many climate activists still act like sub 2 degree targets are attainable considering the political context.
