At least in our region - the priority for limited vaccinations were in hotspots which were particularly marginalized and racialized communities. They were offered first dibs over low risk communities. Plus dose spacing which happened due to lack of supply.
Beware the expert of one subject... They tend to be mostly blind.
Shouldn’t this work both ways, though? Network effects that concentrate the risk in some populations should also dilute it in others, in comparison to the average national vaccination rate.
But everyone ends up going to the same hospitals, so risk of not having access to healthcare when you need it even for non-covid reasons is something everyone (vaccinated, unvaccinated) faces.
