Do people know that the 1890 pandemic was likely caused by another coronavirus, OC43 (that was then novel?) Nowadays, no longer novel, it is one of the causes of the common cold. We're obviously not living in the OC43 pandemic since, and we won't live in a COVID pandemic forever.

Man "stands outside", though. The context of modernity changes the rules. A virus that spreads doesn't find the same world there was 200 years ago. More than enough new variables.

(Of course it's not man that stands outside, but knowledge that is limited. Therefore knowledge has plenty of blind spots. What is new. So nature stands outside the narrow scope of knowledge.)

I think we've known many principles from Day 1. We collect surveillance data to learn about disease. Obama plans suggested we mask for respiratory pandemic. Biden January plan suggested transparency, accountability, a sense of common purpose. All plans were abandoned.
