There also needs to be disability and safety standards implemented. Right now sidewalk access is a mess.
When there were still distancing requirements, seating like this might've been a way to expand indoor capacity. I agree that it doesn't count as outdoor, and I still wouldn't be comfortable eating in there until Delta is on the downswing.

I would expect - eventually - Melbourne to lead in this category, because Melbournians love to eat outside and the restaurants all have heating devices everywhere. On the other hand, does not get as cold as New York.
But Melbourne is closer to the Antarctic than New York. Weird!
In DC, some restaurants enclosed outdoor seating in tents with flaps in the winter, and so they were apparently outside for regulatory purposes, yet arguably inside from the standpoint of spreading Covid.
the one time i did outdoor dining before getting vaccinated, the place had a vinyl wall along the length of the outdoor dining area and an eave, making the whole thing one giant *tunnel* with no airflow to speak of. turned me off of outdoor dining entirely.
In Russia restaurants have blankets for their outdoor seating. Not sure if they wash them after each use...
