(I think what we can say is *outbreaks* tend to get detected in big cities, especially ones that are hubs, like Hong Kong for SARS etc.)

Or ones with really good viral surveillance. (There's also some evidence pointing to multiple introductions into Wuhan in Dec. 2019).
