The faculty *had* decided. The University had also decided. It got overruled at the university system level, which, as far as I remember, does not have a recent precedent. This is more like the Queen of England deciding she doesn’t like a local election result and overturning it.

Yes, tenured recruitment is common, through the same process. Also research universities do this routinely. Plus, the last two people to hold the very same chair as her were tenured.
