      (I had an earlier version of this for my newsletter). We have this in multiple realms: complex systems with significant fragilities and vulnerabilities where we treat near-misses (like 2003 SARS) as things we can now ignore, rather than the alarm that should get us moving to fix.

          Do you think some of the resistance to adapt on cybersecurity has to do with organizational inertia? Most of those in upper leadership are boomers that started in the bureaucracy during the Cold War, pre-widespread internet days and are still stuck in an antiquated mindset

          How was SARS a near-miss? Do you mean that we almost had a SARS pandemic, but avoided it? Or that SARS was close to being a pandemic-causing virus but didn’t have the right characteristics? I thought it was the latter—or did our PH infrastructure actually work better then?
