I'm not missing the point, I just don't share your expectation that the CDC should be setting guidance based on anticipated public response. We don't mandate reapplication of sunscreen after 2 hours in the sun, despite CDC's guidance on skin cancer.

If you disagree that the science on transmission is clear, I don't feel comfortable pretending to be an expert on covid transmission, and can't present a better argument than an appeal to authority to other people (e.g., the CDC).
