The reports I’ve seen say Mexico bought enough vaccine for every citizen. I can’t get vaccinated in the Bay Area because of limited supply.

Reports are wrong, and the Bay Area supply wouldn't be helped by these vaccines (they are approved for use in Canada and Mexico, but not in the US).

Because AstraZeneca is not approved by the FDA for use in the U.S. Sending those vaccines to other countries that have approved it won’t affect your ability to get vaccinated.
