everybody on the ground feels like this is a "third lockdown". Movement between regions has been heavily restricted for quite some time, and most of the population is going back to "red" or "dark orange" - Sardinia - an island - is the outlier.

true. the non-lockdowns in France (curfew) and Italy (tiers) are far more restrictive than the business rules/closures many Americans erroneously refer to as "lockdowns."

Air quality is much worse in India, but nowhere did the death rates match Italy's or even LA's.
