I recall high level WHO folks suggesting that they don't publicly criticize countries as a policy because that may reduce cooperation. I keep wondering about that statement today as it seems a lot of western nations needed their lackluster Covid19 response rebuked early on.

WHO was fully supporting “don’t wear masks” and “border controls are useless” advice. Countries with good responses ignored WHO, so a rebuke from WHO early on would admonish the wrong set of folks.
