Got it. But what’s not clear is two families of four, two adults, two teenagers in each. One of the two families has two parents vaccinated, one doesn’t. Can all 8 people meet together unmasked indoors? 
You likely don’t want to mix the unvaccinated teens from different households indoors without masks. The vaccinated adults could visit the other household (including meeting their unmasked teens). Principle: don’t mix unvaccinated folks from different households indoors+unmasked.
