For those wondering how incorrect guidelines still block better pandemic mitigations: Despite Dr. Wen's heroic attempt here to divert, the incorrect description (basically copied from guidelines) helps drive the beach panic. It seems that, on average, our citizens are fairly stupid about things that should be common sense. Wearing masks, the much lower risk of outdoor transmission, the folly of re-opening *indoor* group activities such as dining ALL have an intuitive answer. Still, we persist.

This will be interesting study in human behavior. Those most likely to go maskless and frequent unsafe environments were probably already engaging in risky behavior. Many of those had already contracted COVID. I don’t know. Important to keep other 80% of population vigilant.
