What example did you have in mind? (I am talking about risk compensation in particular).

I can give a risk compensation example for masks: the high confidence expressed in masks is at least part of the reason churches cannot be closed in the US (technical legal repercussions). Churches have seen a lot of spread - including when people are masked.

For the 2 examples: 1) condoms don't have this problem because people do increase risk, but nowhere near enough to make up for the very high effectiveness of condoms, and 2) seat belts don't increase risk because people can still get hurt and don't want to crash their car anyway.
