People love the cloth masks their mom makes
I've been hating on this MacGyver solution because better options exist

Yes, I think you're letting the perfect be the enemy of the good. In the short term, this is a pretty good option for many. My concern is that some/many people don't have breathable and tight fitting cloth masks, and then adding a surgical doesn't work well.

Oh, and I don't think many people will get the combo to 90%. Some will use crummy "surgical" masks. Others will do it wrong. I'd guess 70-90%

Unfortunately, it will give the public a false sense of security when they wear two masks. A lot of people will wear them wrong, not use good cloth/surgical masks, not have a proper seal and they’ll take additional risks thinking they are better protected than ever before.
