I think you are not involved in and just making guesses based on... nothing? My experience is that they are pushing existing supply out very very fast, and are indeed then spending long amounts of time sitting on their hands due to lack of supply.

Yep. We get all our doses for the week on Tuesday morning then use every single dose by Saturday afternoon. We could rapidly ramp up to do more doses and be open longer hours if we had the supply.
