Yes, blocking doesn't prevent people from seeing your tweets; if they really care that much they can still see your feed by going incognito or logging out of Twitter. But it does keep them out of your mentions, which is nice.

This thread makes me realize how unsuited I am for social media. I’m afraid of appearing dumb or being misunderstood. And there’s lots of people waiting to pounce…even if you’re writing is polished and thoughtful. For me writing anything 1/2 coherent in a tweet is so hard anyhow
